I think you should use a bigger number here. Hundreds of thousands or Millions.
How about:
What it was, Tom reflected anxiously, was a level at which decisions he and his allies and opponents made could bend the course of destiny of thousands[color=blue], if not hundreds of thousands, [/color]of beings.
